New York has 62 counties, each with local registrar offices that handle birth records. Birth certificates are filed with the town or city clerk where the birth took place. The NYS Department of Health also holds copies of birth records from 1881 onward for areas outside New York City. Five boroughs in NYC fall under the city Department of Health instead.
